About us

Welcome, we are glad to work on exchanges with your RI certified district or multidistrict.

 

Our multidistrict exists still the late fifties, and has been mandated each year by our district governors since decades to coordinate all of our exchanges, LTEP and STEP, with the 18 French districts. See a map here!

Also, apart of training and helping our member districts YEOs, Our CRJ Multidistrict France :

  • cares for the certification of our districts, the exchange agreements and conditions with our partners, and the relationship with our authorities and Ministries in France regarding immigration,  youth protection, data protection, …
  • operates as Crisis Management Committee helping districts Crisis Management Teams so as international partners.
  • actively and intensively involved, shows the largest figures for a multidistrict regarding the number of exchanges within our Rotary Youth Exchange Program since decades, as dealing usually with around 1,500 participants each year.

Exchanges

We might be brought together to estimate a number of exchanges, prior to any discussion between you and our districts, so as our multidistrict will coordinate each district exchange with your multidistrict/district.

We have to prepare ourselves, even if as for many countries, we will not be able to confirm firmly our LTEP exchanges before end of February or March which would be the last limit to ensure a safe organization for trips and visa.

 

Important

Our multidistrict needs prior and all along the exchange, to be at least in copy of any important message with a French district regarding files, documents, reports and incidents.

Is a platform address, managed by our RYE coordination supervisor Pascal-Hervé Schauber, and by 2 board members, president Philippe Baumon and exchange vice-president Philippe Evrard.

 

 

Legal conditions

  • Full privacy of personal data for inbounds, outbounds, so as volunteers (Rotarian and non Rotarian).
  • Prior mandatory signed CRJ Exchange Agreement contract between exchanging multidistricts / districts chairpersons. (including UEA-EU GDPR related Compliance Commitment)
  • Vaccinations requirement as described here, mandatory to access any school in France

Inbound Restrictions

  • High School is mandatory during the exchange year with demonstrated performance.
  • School rules are to be strictly respected.

  • Attendance to home country online courses, competitions, examinations, entrance tests, school or university exams, out of their host country is absolutely not recommended for a successful exchange year.

  • No home country agenda should influence the exchange year and induce a return earlier than agreed and planned by the host district, even for start of academic year at school or university.

  • Communication process has to be from participant to Youth Exchange host club officers and/ or host district officers, prior to natural family or sponsor club.

  • With entering France the hosting District/Club will be in charge of the inbound student for the period quoted in the visa, which is firmly based on mandatory school attendance in France, with a definite maximum of 365 days.

  • The inbound student has to leave France after completion of the Rotary exchange year and before the aforementioned visa/ residence permit expires. Staying of a former inbound student in France after completion of the exchange year will not lead to any kind of duty of care by Rotary.

  • Some of the French districts might have their own district requirements to be added or to amend our national Exchange conditions to be found here.

Applications

  • No handwritten Application File accepted
  • Applications can be shared with France through YEAH Hub (code = FRA) or through a secured link.
  • Avoid sending Application Files on PDF within a standard e-mail or message. Better use a secured link or a secured file sharing application.

 Insurance

Our inbound insurance is mandatory. (it can be, with your agreement, our outbound insurance also)

As since many years, we ask all our inbounds to France to subscribe the AXA Welcare Insurance under this link.

As a reminder, AXA Welcare was within the very first companies to be agreed by RI, and to set the conditions which are now a rule within our RYE.

  • some of their coverage conditions are higher than requested,
  • some are specific to schools in France,
  • some are in partnership with our Social Security administration,
  • they include some prior existing pathologies to be covered if some healthcare has to be done while in exchange.

Data Protection

Our GDPR in Europe, added to national French laws, brings us to be extremely cautious with the data we share.

For example, it is forbidden to share data (on both sides of our exchange) of a French or European participant, so as for any minor in France (or extended <21), to a non in-person identified (in both districts) and not involved Rotarian or volunteer.

The volunteer has to be duly involved in this exchange, and the transmitted data (out of our district to district officers) has to be reduced to the sole necessary (medical goes to doctors, letters to family, etc…).

No data is allowed to be transmitted to so-called third-parties, including Rotary International, host-club members, or anyone else except for legal reasons.

In fact, our AF, GF and participants / family data, are strictly to be kept by District chairs, District Youth Protection Officer, RYE officer (program coordinator). Part of the data, what is strictly needed, to host club YEO, host club president and host family.
